本校學區原屬彰化縣員林鎮湖水國民學校,(今改為彰化縣員林市青山國民小學)學區,學童上下學需翻山越嶺長途跋涉,來回需浪費二小時以上,尤其是夏天雨季,洪水氾濫,學生根本無法上學,影響就學率至鉅,家長鑑於子女上學困難,聯合全體里民向彰化縣政府陳情,在本里設立學校。民國四十年代台灣實施地方自治後的首任彰化縣長陳錫卿先生,在民國四十年夏下鄉巡視時,曾到本里來視察,當時湖水里的里民,在里長黃榮遷先生的領導下,踴躍前往開林寺迎接陳縣長的光臨,全體里民要求陳縣長在湖水里設校,以方便本里學生上學,陳縣長為培養下一代民族幼苗,立即答應 先設立分班,供低年級學生就學,並吩咐廖校長向榮籌劃設立分班事宜,廖校長及黃里長,地方士紳即開始尋覓校地,因本校學區係屬丘陵地帶,無法找到平坦廣闊的校地,磋商結果決定本里開林寺所有土地無償提供做為建校用地。四十年九月借用開林寺舊有竹廣屋房舍二間做校舍,本校學區地 理環境山明水秀,地靈人傑,故取名明湖做為校名,成立彰化縣員林鎮湖水國民學校明湖分班,編制一、二年級各一班 ,教員二名,學生一百零三人,並派吳兆熊老師兼分班主任 。卒年新建教室三間,民國四十二年增加一班,民國四十三年新建廁所一棟,民國四十三年增加二班,民國四十四年九月增加一班,新建教室一間,民國四十五年九月奉准成立彰化縣員林鎮明湖國民學校,陳崑玉先生接任首任校長,黃榮遷先生當選家長會長,成為一所完整的國民學校,全校面積 約四千平方公尺,在校園中有一座美輪美奐、古色古香的寺廟,即校地的主人開林寺,供奉釋迦牟尼佛,形成校中有廟,廟中有校的特殊環境學校,校舍的建築成梯田式的散布於 開林寺的周圍,開林寺正好落於校園中心,民國四十八年八七水災,教室二間及全部運動場被水沖毀,使整個校園面目全非,蒙彰化縣政府動用鉅款在校前建長二百公尺的護岸及 防砂堤五座,重建校園,民國五十七年,政府延長義務教育 ,奉令改稱彰化縣員林鎮明湖國民小學。 The school district originally belonged to Hushui Elementary School in Yuanlin Township, Changhua County (now called Qingshan Elementary School in Yuanlin City). Students had to cross mountains and travel long distances, taking more than two hours round trip to get to school. Especially in summer and rainy seasons, floods made it impossible for students to attend school, greatly affecting attendance rates. Because of these difficulties, parents and local residents petitioned the Changhua County Government to establish a school in their neighborhood. In the 1950s, after Taiwan implemented local self-government, the first Changhua County Magistrate, Mr. Chen Xiqing, visited the area in the summer of 1951. The villagers, led by Village Chief Huang Rongqian, warmly welcomed him at Kailin Temple. They asked him to set up a school in Hushui Village to make schooling easier for local children. To support the next generation, Magistrate Chen agreed to establish a branch class for lower grades and asked Principal Liao Xiaozhi to plan it. Principal Liao and Village Chief Huang began looking for school land. Since the area is hilly, it was hard to find flat land. Finally, Kailin Temple offered its land for free to build the school. In September 1951, two old bamboo houses at Kailin Temple were borrowed as classrooms. The school district is in a beautiful area with clear mountains and waters, so the school was named Minghu (Bright Lake). It was established as the Minghu Branch of Hushui Elementary School, with one class each for first and second grades, two teachers, and 103 students. Teacher Wu Zhaoxiong was the branch head. Later, three new classrooms were built. In 1953, one more class was added; in 1954, a new restroom was built and two more classes were added. In September 1955, another class was added along with a new classroom. In 1956, the school was officially approved as Minghu Elementary School in Yuanlin Township, Changhua County. Mr. Chen Kunyu became the first principal, and Mr. Huang Rongqian was elected the parent association president. The school covers about 4,000 square meters. In the center of the campus is the beautiful and traditional Kailin Temple, dedicated to Buddha Shakyamuni, creating a unique environment where the school surrounds the temple. The school buildings are built in terraces around the temple. In August 1959, a flood destroyed two classrooms and the entire sports field, damaging the campus. The Changhua County Government spent a large amount of money building a 200-meter-long embankment and five sand protection walls in front of the school to rebuild the campus.
